U.S. special representatives Steve Witkoff and Jared Kushner have arrived in Moscow for talks with Russian officials, opening a new phase in Washington’s efforts to revive negotiations aimed at ending the war in Ukraine.
The visit comes as diplomatic efforts between Russia and Ukraine have struggled to produce a lasting agreement. Witkoff and Kushner are expected to hold discussions with Russian presidential envoy Kirill Dmitriev, a senior Russian official who has previously taken part in contacts with the Trump administration and Russian President Vladimir Putin.
The Moscow meeting is part of a wider diplomatic mission that is expected to continue in Kyiv. Ukrainian President Volodymyr Zelenskyy has confirmed that the American envoys are expected to travel to Ukraine after their discussions in Russia. If the Kyiv visit goes ahead as planned, it would represent an important step in Washington’s attempt to engage directly with both sides of the conflict.
President Donald Trump has indicated that his administration is working on a new proposal intended to help bring the war to an end. However, the full details of the proposal have not been made public, leaving uncertainty over what specific compromises Washington may be asking Moscow and Kyiv to consider.
The diplomatic effort is taking place against a difficult military backdrop. Russia and Ukraine have continued launching attacks against targets on each other’s territory, while fighting along the front line remains unresolved. Recent Russian strikes have hit Ukrainian cities and infrastructure, while Ukrainian drone attacks have targeted Russian military and economic facilities.
One of the biggest obstacles remains the disagreement over territory. Moscow has continued to demand that Ukraine surrender territory it considers strategically important and abandon its ambitions for NATO membership. Kyiv strongly rejects such conditions, arguing that any settlement must protect Ukraine’s sovereignty and security.

There are signs, however, that Washington believes diplomatic engagement is still worth pursuing. Ukrainian Foreign Minister Andrii Sybiha has described the latest diplomatic activity as creating a potentially new dynamic in the peace process.
At the same time, expectations remain cautious. Previous meetings between American and Russian officials have been described as constructive, but they have not produced a final agreement. The continuing military escalation also illustrates how far the two countries remain from resolving their differences.
For Washington, the immediate objective is likely to determine whether Moscow and Kyiv are prepared to move beyond their entrenched positions and consider practical steps toward a ceasefire. For Ukraine, maintaining strong American involvement while protecting its territorial and security interests will be crucial.
The Moscow talks therefore represent more than another diplomatic meeting. They are a test of whether renewed U.S. engagement can create enough common ground for meaningful negotiations. With the conflict still active and major disagreements unresolved, any breakthrough will depend on whether Russia and Ukraine are ultimately willing to make difficult compromises.
