U.S. President Donald Trump has made an extraordinary election-year pledge, saying every adult citizen in the United States could receive a $5,000 payment if Republicans retain control of both chambers of Congress in the upcoming midterm elections.

Trump announced the proposal during the Republican Party’s first-ever midterm convention in Dallas, Texas, where he delivered a lengthy speech focused heavily on the November elections. He described the proposed payment as a “dividend” and linked it directly to a Republican victory in both the House of Representatives and the Senate. 

According to Trump, the payment would be made to every adult U.S. citizen, with one important condition: the money would have to be spent within the United States. He presented the proposal as a reward connected to what he described as the country’s economic strength and success under his administration. 

However, major questions remain unanswered. Trump did not provide details about when the payments would be made, how Americans would qualify, what agency would administer the programme or where the money would come from. The potential cost is enormous. With roughly 270 million adults in the United States, a $5,000 payment for each person could cost about $1.35 trillion.
